This is something you do on a DHCP server which basically makes it dish out the same IP address to the same device over and over again. When you set it up, it normally asks you the MAC address of the device which you want that same IP to be dished out to.
Generally this is something we only do on actual DHCP servers and not the DHCP which is built into most routers. Most routers lack this functionality
