GDPR is enacted by *legislation* in that it was standards that are put in place by the EU's legislative body. EULA is put in place by individual companies. Legislation isn't involved aside from stating what is and isn't enforceable within a EULA.
GDPR is a legal regulation in the EU that enforces how organizations handle personal data — non-compliance can lead to fines.
