C is correct. The question asks which is best? All are estimation techniques except maybe D. But the question is asking for the best and following the Comptia guide, Bottom up is the best and most accurate
I think the given answer may be correct:
What is the bottom-up approach to a project? The bottom-up approach to project management means that you begin with brainstorming possible solutions to meet that final deliverable. In other words, you know what the project goal is, but are not sure (yet) how to get there.
Therefore, the bottom-up estimates are the best, because we have moved from the initiation
and business-case part of the project to the real scope of work, with real resources and
schedule estimates. This allows the estimates to get as close as possible to reality at -5
percent to +10 percent. Many budgets fluctuate and bounce between those numbers during
execution of project work. I would say that 10 percent is usually my tolerance level for
being over/under budget. Anything over that tolerance lets me know that I need to take
corrective action to fix the issues causing my budget to wildly fluctuate.
If your organization typically undertakes projects that are similar in size,
scope, and complexity, consider using your existing WBS as a template for future
projects. It’s a great starting point for the new project and can help kick off the
