Directory server can't be right as it's used for authentication and access control. Database server is the one to manage a large set of structured data (25 million names and phone numbers), which needs to be efficiently queried and retrieved for both printed phone books and an online directory

The answer must be D. A database server is used to collect and maintain large amounts of information. A directory server is to maintain employee access to networked data.

Telephony companies have telephone line servers which contain the active directory domain service. AD DS contain a database supported by LDAP to host domain users, groups, computers and even telephone numbers.

AD is not the most efficient way to store 25M names, addresses and phone numbers which in then exacerbated by the fact that practically none of those folks will be accessing the phone company's server which needs authentication and you are then slowing down the system since it has tens of millions of unnecessary records to sort and move. A database is the best way to store that information.
