Port security enables you to electronically turn the switch port off so that connecting a cable will not even work unless enabled from the global config mode

They said layer 2 - layer 2 deals with mac address Port Security is done via mac addresses ACL's are done on a firewall - firewalls are layer 3

ACLs are not only on firewalls, but most commonly on firewalls. Also, ACLs can be up to Layer 7. They prevent/allow HTTP, POP, IMAP traffic.

They want to prevent an unauthorized host from connecting to the network via Ethernet. Anyone can hook up their laptop to an open Ethernet port. Port Security (Layer 2) would only allow certain computers to connect via a given port. ACL is associated with Layer 3 of the OSI model. Therefore, answer is D.
