A & D makes more sense to me. Accommodating additional scope without extending the completion date only means that you should speed things up (fast-tracking) to make room for executing the activities to cover the additional scope. Also, additional resources (budget) is very logical to compensate for the additional work.

Definitely feel like resource smoothing to complete tasks faster and an increase in budget to accommodate the rapid task completion would be a feasible answer.
