Using tracert you'll be able to determine where exactly the packet is being dropped, right before reaching the gateway router, right before reaching one of the DNS servers, or maybe before the WAN servers for the website

Question asks to "determine where the issue is located". A, B, C all are solutions, D is the only one that can find where the issue is.

Answer is A, default gateway must be in the same range as the host IP.
