Never assume. Do not assume that it is ok to remove the HDD and especially do not assume it is ok to delete any data. Also, do not assume the manager has the authorization to make that decision. The next step you should take is to check the corporate policies to make sure that you are working within accordance to the policies laid by the company.

They tell you that they are strict but in the scenario, they don't tell the tecnician anything, that's why he has to check policies because he knows that campanies sometimes have strict rules.

Once again, the person who writes these questions should be fired. The course of action is entirely dependent on what repair the computer needs. If it needs a new motherboard then take the hard drive out, take the computer to your place of business, replace the board and bring it back, pop the drive back in and there you go. This is what I'm talking about when it comes to these questions and how ambiguously stupid they are.

Read question again, and pay attention: the company has very strong policy regarding electronic devices leaving premise. Therefore a technician should check those policies before even considering removing any internal PC components

It's CompTIA exam after all. The real issue is most people want to be feel safe, and secure, however when come to implementing security measures they hate them, because they don't fully understand them.
