On-demand refers to the fact that a consumer can unilaterally provision computing capabilities, such as server time and network storage, as needed automatically without requiring human interaction with each service provider. In this question, the cloud storage is provisioned and deprovisioned automatically for the user, and thereby it would be categorized as on-demand.
