That's not easy to understand the meaning of "Incorrect billing account", maybe your account can only send 10.000 e-mail, but reading the question seems like suddenly happened, and nothing predictable. "Misconfigured auto-scaling" and "Bandwidth limitation" are not SaaS configuration. "API request limit", considering you are using an internally managed CRM, can be the best answer; A lot of services puts limits and quotas on API requets from receiving more thata that it can handle and to ensure an equitable distribuction of system resources (i.g. https://developers.google.com/analytics/devguides/reporting/core/v3/limits-quotas )
