Its 100% C, a penetration test is to invasive which can lead to performance issues even down time its also resource intensive "costly", a vulnerability scan on the other hand is a vulnerability scanner "OpenVAS or Nessus" that runs scripts testing whether a system is vulnerable to an array of vulnerabilities.

Maybe C: Vulnerability test scans assess computers, systems, and networks for security weaknesses, also know as vulnerabilities. Typically are automated and give a beginning look at what could possibly be exploited. They are normally run manually or run an a scheduled based. They simply detect, report and log. Penetration test simulates a hacker attempts to exploit vulnerabilities. Search for vulnerabilities and then try to prove they can be exploited

totally agree it s more like a regular testing , and vulnerability testing should do it especially it could be scheduled
