It can well be B in my opinion. The question states that this is a mandatory course which means the students have to take the course as part of a series of other courses. So for those students who are not willing to take the course there should be some form of flexibility to be provided to them, such as allowing them to setup break times. Informing them that their performance will be evaluated and reported may have a flip side: they may be further intimidated and stressed about this mandatory course.
I can't see why the answer is B. It should have been D. As an instructor, you wouldn't want your students to be in control of some sort. This could lead to a disaster. You want to stay on top of things. Thus, if we want to motivate our students in a mandatory training, reminding them that their participation will be reported to the management will be the most reasonable strategy. Most of these people would love to their managers to know that they are performing well in the training, which could lead to promotion later on.
