Could the technician have chosen either channel 1 or 6 as well, given that 1, 6, and 11 are the channels with the least interference?

I believe it's because she wanted a channel which would not interfere with her neighbors' Wi-Fi. They have theirs at channels 3 & 5. Channel 11 would be a good choice to avoid signal conflict.
