I agree, I think the key words are "do NEXT to resolve the issue while adhering to best practices" so it's best to check the system and logs first before doing anything drastic...

Why not perform full backup? Step 6 of COMPTIA troubleshooting process "Implement solution" is where you backup your data. but in this case we don't have a "theory of cause" (step 2) I think we are still in step 1 and that's "identifying the problem" which "A" would be a more appropriate answer.

i think because they next logical thing you CAN do while being the LEAST intrusive is to review the logs to see what is the probable cause. Since this is a database server, doing backup would take hours to a day. It wouldn't make sense to back up when you don't know what you need to do to fix it
