After reading that question the first thing that pops in my head is "What changes were made in the office?" Without knowing that you don't know where to start. Thats my thought process. Answer: D, Ask what changes were made.
Why ask what changes were made? The typical end user is not going to know that. Yeah they may receive an email saying "Network shares will be unavailable for xyz amount of time due to maintenance." The FIRST thing I would do is try a ping test.
Probably not what someone will do in practice, but theory trumps in a test
