It requires a device that can understand and implement Layer 3 (network layer) operations. Hubs are Layer 1 (physical layer) devices, and they simply broadcast all data to every device connected to them without any sort of routing intelligence. Switches, specifically Layer 3 switches, work at both the data link layer (Layer 2) and the network layer (Layer 3). Layer 3 switches can manage both the switching and routing operations, and they're capable of working with protocols such as OSPF.
