If you originally thought it was the subnet mask. The quest says "non-concurrent sales reps. So some of their computers are holding on to leases. Answer A will help bring back some the the IP's for reallocation.

Decreasing the lease time allows for you to limit their connectivity time. Because they aren't concurrently connected, if they have too high of a lease time then they can simply sit there connected hogging the network connections available. Also as another point, decreasing the lease time does not cost any excess resources to be used in order to assist in increasing the availability of the network connections.

The best answer is E. increase the subnes mask to 255.255.254.0. But alas, they forgot to put that one in. Probably a typo, so go for A. Then find a better long term solution.

The 300 sales representatives are non-concurrent (not at the same time) members of network only on for an hour a day. The cheapest & simplest option is decreasing the lease duration to allow trade-off of resources.

Decrease the lease duration - They're exhausting all of the available IP addresses in the DHCP scope for VPN clients. Excluding the network address (10.0.0.0), DHCP server (10.0.0.1) and gateway IP (10.0.0.254), the DHCP scope that the server can give out would range from 10.0.0.2 to 10.0.0.253. This would be 252 usable addresses, which the number of representatives that were able to connect. This isn't enough for all 300 sales representatives, so decreasing the lease duration would make sense here since they only login for an hour a day to upload reports.
