I agree with the answer giving. Question states that the network looks fine, So its more than likely hardware related ie. The specs of the vm are too high for the computer the clients are working on (CPU and Memory are the most likely causing the issue)

Very Broad question - Doesn't tell you if the VMs are hosted on the machines or on a Hypervisor so you have to just Ass-ume that its on the computers.

Right away I just seem it's a network issue but in the question it indicates that it is not a network issue so it's clearly a VM issue. So what slows down computers? It's going to be a memory and a CPU usage issue.

Technically CPU usage, Memory Usage and temperature can all affect performance but the question asks for two answers that MOST accurately show the underlying performance issues. This would only be A and B :)
