A switching loop is when there is more than one Layer 2 path exists between two endpoints, but would still display a light due to their attempts at data transfer that would eventually degrade in a broadcast storm. If workstation & modem cable (Crossover DCE-DTE) is not carrying power through, then there would be no light, & it must be replaced.

This is one of those solutions where you think small and simple. D would be correct as both of them are lacking on network lights. OSI model Layer 1 Physical.
