Most likely is about the context. There is no need for FIber for this if it is "nearby" and it depends on how nearby. Fiber is an option but doesn't have to be. UTP and Cat 5 being there is an indication they expect FIber as the answer (only one to be selected). They also have "high speed" which is referred to as 100Mbps connection, for example 100-Base-T with cat5 could be an option, which is UTP. Probably, they want Fiber. I have to take this case to the supreme court
