C would be good, but what is the CCB doesn't appove the changes? If they don't, then there would be no change. Wait for the CCB would be correct.

My understanding is.. The CCB has to approve all changes as to not contribute to scope creep. This process involves making a formal change request that are then approved by an approval authority (project sponsor) and then the project team will implement the change. Another way to think of it is to look at the change control process: 1) Identify and Document 2) Evaluate impact and justification (We are here. CCB evaluates affect to the scope, cost, time, and product quality) 3) Identify approval authority (product sponsor) 4) Obtain approval (product sponsor approves/rejects budget increase) 5) Implement change 6) Validate change/quality check 7) Update documents/audit documents/version control 8) Communicate throughout as needed
