LOI is not best answer. It has nothing to do with quality and it's not even a binding document.
SLA and Warranty does more to expresses the quality of what's expected of a service/product.
Warranty and SLA are the best choices in my opinion.
SLA: Service Level agreement, which states what the work expected is.
Warranty: A promise that goods or service will meet a predetermined standard. (From Catastrophie)
I'd go with SLA and Warranty. From the CompTIA Study Guide:
Warranty: A promise, explicit or implied, that goods or services will meet a predetermined standard.
As LOI is defined ... usually a precursor to a formal contract. I do not agree that it's a good reference for quality. Even if this is a "best" answer for this question
