When developing a plan, the first thing to consider is the business process and their impact on operations. A warm site does not make sense even if it were to be first, as a warm site does not replicate in a manner that provides "moments notice" fail over.

This is the first step that must be taken in order to ensure that the data is backed up and available at a moment's notice. Without knowing what processes and requirements are involved, it is difficult to implement the other steps.

A warm Site doesn't help with a moment's notice and you'll need a Hot site for that. but first, you must Identify what needs to be available at a moment's notice.

The more i read the question i will have to agreed with Agrona, since before you select a warm site you will need an inventory of services and hardware need to backed over. Although they did say they are working in backup plan and comptia lacks key word and the question rings warm site. My guess is system requirement is done and data backup is getting worked so for availably you need a warm site

after reviewing the question warm site is for different location recovery plan, and question doesn't say anything about remote. So D is the answer
