I don't understand why not Virtualization is the answer as the question obviously stated that each server should be properly used. With the use of virtualization the new server can be run with exactly the same configuration. The load-balancer is not obviously related to the proper utilization of the VMs and instead related to scalability.
I vote Clustering because this way they can increase the capacity. A load balancer would would not necessarily increase capacity even though it does help also. It's a good discussion.

They've already increased capacity. It's asking how to ensure each server is being properly utilized. A load balancer will distribute network traffic to each server equally.
