Traffic shaping might be how the analyst would fix the issue but the question asks most likely use to RETRIEVE THE METRICS needed to resolve. That would be SNMP traps.

Do not just blindly go with chatgpt or anything. Apply common sense. Quality of Service is about the solution (if the problem indicates that). How to identify the issue is the question. And do not start every copy-paste from chatgpt with "shedding some light". Most of your answers are not shedding any light
