Im going with option A because the company "... does not have the personnel ... to manage everything... The organization has multiple small offices and remote users.." The employees are both remote and across various offices. IAAS only provides the building/servers/hardware/etc. No manpower. This company is explicitly stated to not have free manpower and the manpower it has is spread across various locations and some are full remote. It even goes FURTHER and says funding is not an issue. SAAS is going to be the most expensive as it requires both manpower and infrastructure, compared to IAAS where it is only infrastructure. Option A

In this question, the company is looking for a service to expand their database. Software-Defined Networking is a model for provisioning and deprovisioning server instances and networks, thus not making it applicable to this question.

I think cloud solutions (specifically IaaS because of the large computational and storage requirements) are the only logical options presented, given that they don't have the personnel or space to manage everything internally. The question also doesn't stress any security concerns.

Wouldn't it be SaaS? Says they do not have the staff to manage the infrastructure..with IaaS you can't utilize it without having a staff to service it. Thoughts?

That's a good thought, but Software-As-A-Service provides provisioning of software specifically. This company is looking for something to perform computation and store data, thus rendering IaaS as the most optimal choice
