A. Incorrect - The BIOS cannot be seen as an input is not detected B. Correct - Since both the PC and Monitor are on, using the monitor settings to verify it has the right input is the way to go C. Incorrect - While this could be a solution, the problem states the technician has powered on the PC and monitor already D. Incorrect - See C

I think it is B because it already states that the PC is powered and what do you need for an error message to appear for a monitor? power, So its not answer C or D because the monitor already have power to display the error message for you. It has to be B because you just need to verify the monitor is in the right input source.
