I'm not sure if it is a trick question. As far as I know, the timestamp (on log) is set by the syslog server and not the Network device itself. So, if timestamp is wrong it is about the syslog server and changing NTP setting on the network device would not help. Looks like the question is checking who is setting the timestamp. If it is the device then the NTP of device can be corrected. Otherwise it is of the syslog server.

I change my answer to NTP on Network Device. The timestamp is given by the device and it just makes sense. What was I thinking

This is correct the ntp settings directly affect the syslog. This kind of problem is typically a time zone error, you need to change it in ntp and it should reflect onto the syslog
