I don't agree. The question says, 'higher throughput NICs are not available'. It does not say no more NICs available. So, installing an additional NIC albeit of the same throughput and configuring NIC teaming still looks to be the best solution.

I think you are right! Ans (A) might be wrong, because there are no NICs available! When I accounted for unavailable NICs, I got answer (E): "The BEST solution for the issue of potentially exceeding 1GB of traffic on a server when higher-throughput NICs are not available is (E) Install a SSD to decrease data processing time. Port aggregation would be the the best fit, and only good fit for this question. Configuring full duplex will already have been done as gigabit speed is only available in full-duplex mode according to the IEEE specification.
