What is shown at the end is lower speeds, this can be caused by having a slow cable that could be caused by improper settings, or a slower cable type like DSL. I thought maybe this was a duplex error, because it was showing runts coming through, but that would only occur if packets were coming in smaller than they should & this is showing transfer speeds, not packet sizes.

Based on the chart, I would go with option ( A ) The last two fields on the chart display Duplex and SPEED, and since the duplex shows all FULL, the only thing to go by is the Speed, which 1/3 displays at 10Mbps.

Ok unless I am missing something obvious here port 1/3 is showing what I am guessing is speed 10 whereas the others are showing speed 1000. I would tend to go for A speed. Open for discussion.

Its speed. Speed is determined by voltage, duplex is by negotiation or direct settings. If its running at 10mb it because the switch or the device has been hard set to it.

Can someone expound on this. I chose "speed" because the question referred to performance and i assumed an issue with RAM or CPU but that was a guess but I am not really sure why.

They're referring to the right most column, 1/1 and 1/2 are both running at 1000mb/s, where 1/3 is only running at 10mb/s.

Someone changed(limit) the network switch interface(port 1/3) settings to 10mb/s eg. Cisco switch. That's why it's slow. https://www.manageengine.com/network-configuration-manager/configlets/configure-interface-speed-duplex-cisco.html
