Only C makes sense. Different motherboards, such as those in laptops or different generations of motherboards, require different ram. See Topic 8C in the CompTIA A+ book for more info

Connecting an electrostatic wrap is used once you are going to install the new RAM. You first want to verify the requirements of the motherboard to make sure the new memory is compatible.

Answer C is not a wrong answer, it's just wrong for the order. Answer C, Verifying the memory requirements of the motherboard, is not wrong, but it comes after the first step of connecting an ESD strap. The correct answer for this Question is D.

Bruh, you can verify without having to open the computer. You should not open the computer until you have verified the ram and motherboard are compatible....

You can check requirements for the memory in the manufacturer info for the motherboard. you do not have to open the computer to find this out. I think the answer is C. A would be next. and then D when it's time to install the RAM.
