It asked for the most cost effective option, not the most suitable option. Cloud servers are significantly cheaper than on-prem hardware, and can be scaled up or down for workloads so you only pay for the compute power you need. If you're looking for the cheapest fix, the answer is A.

You could get a new server that has awesome specs but that takes quite a bit of time to fully deploy (resources), also no guarantee that it will be sufficient. Clearly the current IT staff can't give expert recommendations for improving on premises solutions such as Dual WAN with two ISP's and load balancing two servers in a DMZ.
