From what i've seen most VOIP phones have a ethernet passthrough so you can run a cat6 to the phone than out the phone to the desktop.

Usually network engineers set-up VoIP with their own VLAN. In this question, the VLAN is correct on the Phone, but not the actualy desktop. Reason why the user can not access local resources.

Well, in a typical setup, the phone would have a (voice) VLAN configured, not the computer. It is possible, that the computer has the voice VLAN ID assigned, which would explain that network resources are unavailable.
