Data Collector makes decisions over data they are collecting such as what to collect, why, purpose of collection, and how it is processed. Data Processor performs operations on data under the Controller's guidance. The question sounds like they are talking about a Data Owner asking for a Data Custodian to assist. The Executive role person you mentioned is the Data Policy Officer - they are in charge of making and enforcing sec policies.
