Third-party libraries is the keyword here. If you include a third-party library in your project, you can check its code (if it's open source) otherwise you won't have access to perform a static analysis, so in this question that isn't specified which makes me discard the option C due to the lack of context. With a dynamic analysis, you can still identify potential vulnerabilities even if it is open source or not. Going with "B" here.

Agree.. some 3rd party software companies will give access to their code for static analysis, but there are restrictions like the code analysis has to be performed by a certified auditor. While others will not provide access to their libraries. Best to review the contract and agreements for the company if you want access to libraries and plan to add something to your home grown code.
