Apart from C, other options options can't be performed for the 'AP being tested'. Options A and B require the 'AP being tested' to be replaced. And the Option D means deactivating the 5Ghz which I think you can't do for the 802.11ac standard as the 2.4Ghz is not available on this standard. that leaves us with only the Option C which is do-able. But the comment from famco on this thread is very correct that it wants to test whether we know that there are certain channels reserved for Govt. use only.

If you already assumed that the AP only showed the regulatorily allowed ranges and still it was not allowing to select them, you are going to get the answer wrong.

The whole point of all these words is to check if you know some frequencies are reserved for government use.
