Gateway. It's not DNS because you could still access remote resources by IP if DNS wasn't working/configured for name resolution.

I think the testers are looking for gateway, but a deeper understanding of the mechanics complicates the answer for us. I would think the gateway would be routing between the client and the server pointing to correct configuration. But, it could also be the case that the packets are being switched at layer 2 vs. routed at layer 3 which would preclude involvement of the gateway. That would leave us able to access local resources (being switched) but running into problem when we need to be routed (at the gateway).

Incorrect, the gateway isn't necessary for local network in the same subnet, which local shares and intranet are likely part of. You literally contradict yourself in the same sentence and you assume that the local shares and intranet are on a different subnet, you don't know that. And to add to this, DNS is absolutely necessary to reach local subnets, else how would they resolve the local shares and intranet sites? This indicates that DNS is working. In this scenario, it's just more likely that they can't reach the router and hence why they can't go externally.
