D is correct because PII is based on the content of the text, a network ACL will stop network traffic not specifically traffic carrying PII

They also mentioned "SaaS", how are you supposed to implement a network ACL on the SaaS provider's equipment? Answer is D

B could be correct. If you store in your own server PII, with an network ACL you can block communications between your server and the SaaS solution.
