Enable users to configure Security Question answers - "This policy determines whether configuring security questions is required for users to authenticate using security question. The default value is enabled and requires that users configure one security question." This policy settings doesn't force using MFA during login process. During login process and which factor user will get or choose is configurable in Authentication Profiles That's why i think A is incorrect. B, D are also incorrect in my opinion.
