Dell recommends maintaining at least 10% free capacity in storage pools, so that FAST VP relocation can occur efficiently. FAST VP relocation cannot occur when the storage pool has no free space.

If you've got 100TB pool and you got 20TB of SSD in it, and if you only have 10TB of data written, it's all going to live in SSD if they all have the Start High, then Auto-Tier. We’re not going to balance and put a bunch of stuff in nearline when there's plenty of SSD space available. What happens is, once that tier reaches 90%, we start to spill data down into the
next tier: 90% on the SSD, then we spill into the 10K or 15K whatever that next
tier is, and then once that hits 90%, then we’ll tier down to the nearline. If you
have 100TB pool and 50TB of that is SSD and 10K and you've only got 40TB of
data…guess what…it’s going to perform really, really well.
