These answers are worded weirdly. It would be Session layer (Layer 5) of the OSI model or as a shim between the Transport (Layer 3) and Application (Layer 4) layers for the TCP/IP model

Circuit Level Gateways work at layer 5 of the OSI model. Layer 5 is the Session Layer and definitely NOT the Application Layer...
