PLC1 and PLC2 is on separate VLANs and needs to have a Router (FG) for inter-vlan routing. Traffic should flow thru a trunk link between switch and FG

Need to understand networking to answer this one. In order for a VLANx to comunicate with VLANY it needs a L3 device, which in this case is the Fortigate, for this to take place it needs a trunk link between Switch and Fortigate.

Router on a stick is used within an OT network to achieve inter-VLAN routing. You will need to configure the router interface to operate as an 802.1q trunk link that is connected to a switch interface that is configured in trunk mode as well. The router receives VLAN tagged traffic from the switch. The router then removes the tag and adds another VLAN tag based on the destination address.
