but it did exceed you should review this: https://docs.fortinet.com/document/fortigate/7.0.11/cli-reference/367620/config-vpn-ipsec-fec bandwidth-bi-threshold: Apply FEC parameters when available bi-bandwidth is >= threshold So it is "greater or equal" So if equal , then B is correct.
