C is wrong. Page 80: eth0 (not eth1) IP address needs to have Access to the network devices. Check ACLs and firewall policies to allow PING, SNMP, SSH, HTTPS Access to various firewalls, routers, switches and Wireless systems.
A and B are wrong because both says that network devices access "to" FortiNAC. And page 84 says that it is FortiNAC who access network devices.

When you add devices to the device inventory, always click Validate Credentials to confirm that SNMP and CLI connectivity is established to the device.
