first, this answer conflict with another question earlier. and I just performed a quick lab, it will automatically added to new policy package. (in fact, also auto added to existing policy package as well)

I will go for D Supposing when the global pp is assigned to ADOM, the default option assign to all PP in the ADOM is let checked.
