ISDB is configured as "static route" but will be added to the "policy routes" => C is a correct answer I think D is not a correct answer, because the question is referring to "static route configuration". Policy route is not configured as static route (i.e. configured directly from the policy route)

If i have to choose only one i would choose C, because the real name is policy base routes, not policy routes.

C and D are correct... D because policy routes are maintained in a separated routing table C because actually ISDB routes are policy routes
