The concurrent read access is only disabled within the Fortimanager Database, but not the ADOM.

Policy locking allows administrators to work on, and lock a single policy package instead of locking the whole ADOM. You can either lock the whole ADOM or a specific policy package. It allows multiple administrators to work on separate policy package in the same ADOM.
