Examine this FortiGate configuration: How does the FortiGate handle web proxy traffic coming from the IP address 10.2.1.200 that requires authorization?

It always authorizes the traffic without requiring authentication.
B.
It drops the traffic.
C.
It authenticates the traffic using the authentication scheme SCHEME2.
D.
It authenticates the traffic using the authentication scheme SCHEME1.
Found this question also for preparing to NSE4 7.0. But answer "D" is not clear to me.
"Authentication rules are used to receive user-identity, based on the values set for protocol and source address. Having said this, if a rule fails to match based on source address, there will be no other attempt to match the rule, however the next policy will be attempted. "

There is only "one" authentication rule, that does not match on 10.2.1.200. I can't see another rule that do match on 10.2.1.200. Schouldn't traffic be blocked in this case?
