This one is tricky as A, B and C both have merits: A: URL has moved but you want to keep historical URLS B: Also correct as the described by BRI50 C: Moving an HTTP to an HTTPS request could also be a reason for a rewrite.

Much more than their name implies, “URL rewriting rules” can do all of those things, and more: Redirect HTTP requests to HTTPS ( https://docs.fortinet.com/document/fortiweb/6.3.0/administration-guide/961303/rewriting-redirecting )
