We can eliminate A if we assume the SSID was created properly. B is obviously wrong C is required if internet access is required D is required if the FortiAPs are not set to broadcast ALL Tunnel mode SSIDs. So my conclusion is this is a badly worded question.

A is more accurate as you need to configure DHCP on wireless interface for clients to get IPs, without policies clients can still connect to network but no Internet access.
